• Outcome 1: The economy in the city tanks, no one wants to move there, so housing prices stay low and small businesses remain, for now. The problem is, other cities don’t stay still, so you fall further behind and in a generation, everyone leaves to get a job where there are jobs. The city stays the same for a bit, then goes downhill.
• Outcome 2: The economy thrives but you never built space or infrastructure for new people because you didn’t want the city to change. Therefore, what houses are there become prohibitively expensive, the city starts to function like a gated community as rents rise and those not rich are cycled out. The character of the city you preserved is the buildings, but not the people.
